I finally got my water in cylinder problem sorted out. It turned out that I had some sort of gasket problem with the powerhead adapter gaskets.

Now that everything seems to be working the way it should, I am getting very strong flow from the tell tale. Before I fixed the problem I would get barely a dribble until the thermostat opened or the engine speed up. Now I get a strong flow within 10 seconds of cold starting the motor.

What is the tell tale supposed to do? I figured that since it is down stream of the thermostat it should only flow good after the motor is up to temp or enough pressure to unseat the t-stat. Before I fixed the gasket problem, the cylinder head temp would get to about 130 degrees (measured next to the overheat sensor) then the stream would start. Now the same spot on the head is only getting to about 100 degrees and I have full flow well before that point

I am not sure what the operation should be like

The whizzer is to tell you the pumps pumping.
The thermo is it good? Test it.
The surface of the head is actually a water jacket, it won't get hot unless the water shuts off.
Measure the heat on the bore from the side.

I wanted to post an update. I spent some time going through everything again. I replaced the thermostat again and also replaced the thermostat bypass spring. I have already replaced the thermostat seal/set when I rebuilt this winter.

When I start the motor it takes about 20 seconds for the motor to flow full force. The stream seams pretty strong

After idling the motor for about 5 minutes in a drum, the head seems to be the hottest part of the motor and only gets to 90-100 degrees. Before I fixed the powerhead gasket problem the head would get into the 140s idling.

Does this sound like normal temps? I still have to break in the motor and just want to make sure I don't cold seize it.

The head is a water jacket.
Test the heat on the sides and along the cylinder walls.
