Even under warranty, my curiousity would have me pulling the valve covers...
I dont think that would hurt at this point maybe a valve stuck down or dropped. I would just keep the supplier in the loop to and take pictures or video yourself doing it.

When I did my repower I took a video of priming the engine and test running with oil pressure and temp gauges hooked up. I think some rebuilders epoxy heat telltale discs in the engine to ensure they can know if it was over heated

I took many pictures and vidio as well throught the process...there is a heat tab and it's not melted

Curiosity got the best of me...I pulled exhaust manifolds and valve covers. I didn't see any water in the cylinders at all. I did see number 6 piston has more blackish material stuck to it. And there's white on valves..when turning back and forth it seems like the bang is coming from the back of the engine...like it's hitting something...all the valve springs and keepers all good...no dropped valves...

The rest are all the same...it seems to lock up right as number 8 hits top of stroke

I got it to my tdc mark and turned crank clock wise and it doesn't even get back to my marks

I have and it will be going back to their shop...I haven't drained oil or done anything to the core or its parts so there can't be a warranty issue

Any guesses on the cause? I was expecting piston to be smacking a valve...
Did you pull the plugs to see if they're intact?

I'm awaiting the call from engine builder...now from the pictures I've posted of valves and sparkplugs in your opinions would lean for short period of time cause this to lock up...I just want to cover my bases

Did you pull both heads?
Did you try turning over the crank with the heads off.
If a valve was contacting a piston you would see either a bent valve and/or hole in piston. With both heads off the crank would turn fine.
If you threw a rod you can't see it unless it poked a hole in the side of the block. A broken connecting rod will give you the problem you're having of not being able to turn the crank past a certain point in either direction.

The engine is still under warranty, if OP goes pulling heads off, engine builder can rightly refuse warranty. Best thing is to just package it all up and send it back.

It's unlikely a lean condition would cause the sort of thing you're reporting. Lean would burn valves mostly, not something that would stop it turning.

Without know what's causing the lock up, it's really difficult for anyone to make a call. Best get the engine builder to open it up and report to you what they find. Ask them to video as they are getting into it (or allow you to be present when they do)...
