Freshwater boat needing bottom paint help over old antifoil paint

My 1997 boat had antifoil bottom paint put on for some reason when near new (Never been in salt water). At this point in it's life it is 50% off and looks horrible let alone I'm noticing a TON of warts popping up on the exposed areas now.

What is the simplest way of prepping and re-painting OR sealing the bottom? I start down the road to bottom paint and it's a bit overwhelming with the choices. Do I need to continue with Antifoil? OR is their simply a sealer product I can paint over the existing once sanded down/ scraped down?

Clean it up and sand it then I would use some new ANTIFOULING (not antifoil)paint just cause it would be easier than removing it all and starting over with different paint, or worse gelcoat (worse cause its a lot of work).

Also,
I see choices of Ablative, Ablative Self Polishing, Copper Free, Hard, Thin Film, Waterbased, which one would I choose?

Tell us about those 'warts' . . . do you mean blisters? If so, it would need more than sanding and painting.

If you have blisters you'll have to open them, allow to dry, fill with epoxy, then I'd probably barrier coat or epoxy coat the whole hull below the waterline.

If not, I would use an appropriate chemical paint stripper to take off the rest of the paint and get it back to the gelcoat.

I keep my Bayliner in a slip for the season so I applied an epoxy barrier boat and ablative bottom paint

If you are not leaving the boat in the water then anything mentioned will work fine. If you are keeping the boat in the water all season i would spend the money for a quality bottom paint.

When you get her cleaned up a bit more, we need some close up pics of the "Warts"/Blisters. You do not have to repair them. Some do some don't. Just depends on how bad they are etc...

When you say some do, some dont- are you referring to fixing the blisters? or is it possible to just paint over? Can I chip off the exposed flake and than paint over?
It's a 15yo boat- I'm not looking to nor want to go all out, but want to make a general fix.

Alright, here are the promised pictures.
I cleaned it up the best I could with Slimy grimy, my electric power washer and today, my co-workers gas powered powerwasher.... In the second and 5th picture I think I actually made matters worse:facepalm: I seem to have chipped open some gelcoat or opened a few of the blisters with the gas powerwasher..

What should I be doing to prep this, fix some of my blisters(or fill them)/ (latest boo boo) and coat the bottom with so it looks uniform? (black color).
