Freshwater cooling repair

So close to completion. I noticed anti freeze in the discharge from my exhaust. I removed the heat exchanger from the engine and pressure tested the exchanger. It is leaking from fresh water side to raw water side.
I have found the aftermarket kit installed by the previous owner. To replace it alone is 600.00.
The question is can the exchanger be repaired at a radiator shop?

Now I need to find one, repair shop, local. If any long Islanders read this post I need a recommendation. On to the web I go.

Yeah. We have had a lot close shop due to EPA restrictions. Finding one who will work on a heat exchanger is tough.
