friction steering screw under steering wheel

Before I knew it this guy looking at my boat( i was having problems at the boat dock with my boat) took out this screw, never told me(I sen him looking at my steering ) I found it after he left.he never put it back in... . what is it for? I think I got it back in,, but not sure if it went back in right... Please tell me what its for....thanks

When the screw is out or loose the boat at various power settings can turn the wheel when your hands are off. Tighten the screw and it can stop the wheel from pulling in one direction or the other and it's a poor man's autopilot!
