have 9hp evinrude 6604a (1976).The problem i'm having is that when I squeeze the fuel bulb the fuel it just runs out of air intake on front of carb. I have rebuilt carb thinking all gunked up or something is sticking open internally. but after rebuild same problem again. Any ideas?

The float and float valve need attention.----Time to take it apart and revisit the work done.----Yes if you are working on your first carburetor it can be frustrating !!

I agree. Check the float to make sure it's not flooded (filled up with fuel). You can test the needle with the carb off. Try to pass air through the fuel inlet while the carb is oriented correctly. Then flip it over and see if air passes through (it shouldn't if the needle is seating properly).
