Fuel and Starting Issues

I can't seem to get fuel to carbuerator, what do you think the cause would be, I pulled the fuel filter and it has fuel in it, is the anti siphon the next step before replacing the expensive feul pump.
I also have a clicking noise at the slave selonoid, does tis mean its bad?
I have an 1988 OMC, 4.3 litre engine, boat is a 22 ft Islander. Thanks for any help.

Is there any fuel in the tube that runs from the fuel pump to the carb?.....​

Disconnect the fuel line on the intake side of the fuel pump and hook up a remote fuel tank and see if it will pick up fuel. If it will, then try this: http://forums.iboats.com/showthread.php?t=167561
If it doesn't, do a pressure test of the fuel pump on the pressure side.
