Fuel Bobbling between Flywheel and Head

I have 1999 Mercury 200 EFI losing fuel I just found out there was bobbling all around in between flywheel and Head block at idle any one have any suggestion for this issue?

If you have fuel/wetness under flywheel the upper seal has spun/failed, and fairly common as I repair 3-4 a year and all are 1999-2001 EFI engines..
