fuel bulb not staying hard

have a 1969 115 jonny that the fuel bulb wont stay hard,i believe it is suppose to when the eng is running?new line old 6 gal port tank.have a new permanent 14 gal tank that will be hook up tonite but was wondering everyones opion.new fuel pump plugs and spark boots but the boat is still running like its not getting the rite fuel.any opions out there?.thanks for any!

Once the engine starts and the fuel pump starts pumping the bulb becomes nothing more tha a fat piece of fuel line. It will get soft but should not collapse.

can't START THERE IS NO GAS IN FILTER BOWL PUMP, FUEL BULB STILL NO GAS, installed NEW FUEL BULB AND LINE STILL, NO GAS. this IS a 1986 Johnson 70 hp. Thanks.
