Fuel delivery - replacement parts - 1987 90 HP

I have found that I have a 1989 and probably later fuel filter (# 0398327 vs #0397715). Is there any relevance to this ? I need to change this out. Which one should I buy ?

I was also thinking to replace the hoses if they are more resistant to ethanol (even though they are a rip-off ). Any consensus on this ?

Generally speaking what are the in's/out's, pros and cons between :

1) Hose clamps
2) Snap clamps
3) Tie straps

I've seen tie straps where the parts catalog shows snap clamps. Don't think I've seen any hose clamps.

they have tried to get away from hose clams as they distort the hose and fitting. the tie wraps are specially made for the fuel lines. the only place i have found them is the dealers. also a cost factor, cheap compared to $1 each stainless clamps.
