On my old boat and others I have been around if the oil level was too low it would only allow me to move the motor up. Thus allowing me acess to the fill plug. I can't say for certain that is your issue. What you can do is disconnect the wires on the switch and touch the hot to the appropriate wires to see if it indeed is a switch. I'm not sure which is which on a Johnson/Evinrude but the wires on a Merc are blue and green. So I would start by taking a test light to find the Hotwire then touch one of the other wires to it and see what happens. If the motor moves it's your switch. If it doesn't and the oil level is good then it's the relay. It is possible for both switches to crap out one could of been dead and the other died. The switch on the motor I believe is around $150, the one on the throttle was around $400. Mind you I'm giving you prices that were for a Merc because those are the ones I have replaced for a friend. So I'm going out on a limb and suggesting that they are likely similar in price.
