fuel gauge stuck on full

Does this mean I have a sending wire shorting out? It ohms out ok but no change no matter what I do, please help.
On the tank I'm thinking the sender is the center post and the ground is the spade terminal off to the side, is this correct? There are no markings..

Try disconnecting the sender. The center post is positive.
If the gauge falls to empty with the sender disconnected, most likely it is the sender. (when powered on)
Normally if the gauge is stuck on full, its the gauge, but it is worth checking. Senders usually short open rather than to ground but it is possible. Turn the key on and disconnect the sender wires. Do not let the wires touch anything or eachother. If the gauge goes to empty, its the sender. If you can't get the gauge to move no matter what you do, its a bad gauge.
