Does it have 1 or 2 mixture screws and what year it is? I would probably take it to a carb shop before trying to replace it.

2 screws and nothing happens turned all the way in or out...A shop wont be touching it,at least not in my neck of the woods. I have pretty good knowlage of carbs and the rochester 2brl is one of the simplest I've been in next to a weber.

check to see if there is there fuel in the clear line running from the fuel pump to the carb? There should not. if so, the diaphragm of your fuel pump has a leak.
Have you checked this? The Rochester is a simple carb and should be easy to figure out what is wrong. I had the same one on the old boat and did the rebuild on it.

It also needs to be CG approved.

I have and its fine, even went as far a disassembling to check the insides/diaphram.I can watch the fuel being squirted down the barrel when shut down until the pressure drops.I'm thinking its just worn and needs replaced???
