Re: fuel leaking out of lower unit
First off starting fluid solutions are not recommended or needed for a 2 stroke outboard. If it doesn't start there is an issue that needs to be remedied.Need to know what the condition of the plugs were after the failed attempt to start.Wet? Dry?

You may have one or more float valves that are in need of attention that is allowing excessive fuel to flow through into combustion chamber and finally out through the hub.Don't know what your procedure was in checking for adequate spark to each cylinder but at cranking speed with a fully charged battery, each sparkplug lead should be capable of jumping a 7/16" gap to ground with a crisp bright blue spark. If this test proves successful I suspect you'll find your starting issue to be carburetor related.

What sparkplugs are you currently using and what are they gapped at?Should be Champion QL77JC4 gapped at .030".
