When I pulled my fuel pump out, the fuel line from the tank (#8 in the attached picture) was attached to the removable cap (#4 in the attached picture).
HOWEVER, my service manual says that this line goes to the carb. Is the service manual wrong?

Yes, the fuel line from the tank goes to the fuel pump first. If the manual shows the fuel line from the tank running directly to the carb, then it would be incorrect.

Maybe my question wasn't clear enough. Look at the attached picture. As it is now, fuel line #8 goes to the tank connector. According to the manual, fuel line #8 is supposed to go to the carb. I believe that fuel line #9 goes to the carb and the manual is wrong.

I understood you, but I was the one that wasn't clear. You are correct, #8 is the line that goes to the connector that goes to the fuel tank. #9 goes from the fuel pump to the carb, and #11 goes from the pump to the crankcase
