Scrolling through the service manual, I'm seeing 39 psi (+ or - 3 psi) during cranking and 31 psi (+ or - 3 psi) during idle at the fuel rail test point.
Here is link to your 95 fuel injected Ford fuel system service manual that you can download. It's got all of the specs you need.
This is one of the files that DonS shared with me.
Note: This is a Volvo service manual, and although you may have an OMC engine/drive, it is a dual partnership OMC/Vovlo SX. Parts, specs, service manuals, etc. are all applicable and identical with the Vovlo SX. Just in case you weren't aware.
Here is a link to the OMC Service Manual for your motor. I'd definitely use this above any other one. It's a large .pdf file, almost 45 mb. Takes a few minutes to open, but then you can save it to your pc/phone/tablet, etc.
