Fuel Problem or something else??

After the boat sitting for about a year i am having the following issues. It started as engine dieing while at idle speed, i thought it was just old fuel in the system, but i have filled up with fresh fuel since then.But now its as follows.Starts fine and idles smooth, i can rev it in neutral without any problems. But . Once i put a load on it it sputters and bogs down, runs rough as if it is not getting any fuel. I am also hearing a very loud wine from the fuel pump. I have already changed the filter, checked plugs,cap, rotor. Motor is a 2000 VP GSIPEFS Ser#4012020482 All help is greatly appreciated.

Thanks for your reply and the links. Im leaning towards the fuel pump from reading other posts here. Shift cable is OK, new as a matter of fact and i get full motion and full RPM when in neutral. I do have a fuel gauge (automotive) that i might take pressures with, but im not sure what they should be, both at idle and under load. Do you have links to the Electrical/Ignition/Fuel System Service Manual, or the GM EFI Diagnostic manual?

I'm sorry, but I do not. All I am aware of is the manuals in the "Adults Only" section at the top of the thread page.

I looked through the manual for the MD models and there is a fuel pressure stated in the tune-up section. For that model engine it was 5-7 psi. You may want to look in the manual you downloaded in the tune-up section.

Ayuh,... I don't do Volvos either,...nor EFIs...
But,.. The symptoms point to a Fuel issue,+ the whining fuelpump might be a tip-off....
