The majjor difference between starting in or out of the water is idle mixture will be richer OUT of the water without the back pressure on the exhaust caused by the water column in the mid-section (exhaust).

Cranking speed should not be affected.

Battery condition, cables, clean/tight connections, clean starter armature/brushes, lube bushings, then test voltage drop before and after starter relay during cranking to isolate possible problem.

Low carb floats can contribute to cold start problems, as willl choke/enrichener problems.

Verify everything.

Service manual should still be available thru first 'sticky' post in this forum.

Well it has been a while but we have pilled the L.U. of and tried starting. we are still getting slow cranking speed. Compresion test that I did was confirmed by my buddie that lent me the tool. spark test was good. A local shop is going to let me borrow a starter. I had my starter rebuilt. He told me that some shops do a half assed job when rebuilding starters. We are going to buy carb rebuild kits to make sure that the carbs are in good working order. I found a certified Mercury dealer that is going to charger me $125 to tell me what is wrong with the motor if the starter and carbs are not the problem. I will let everyone know what this weird problem ends up being when I find out. I still think that I got hosed on the starter, because it is working the same way before and after I had it rebuilt. The starter starts spinning fast than slows down like the batery is dieing. If anyone has input, other members might be having the same problems with no results. Thanks

Check both the starter current (using an amp meter held against the supply wire) and the voltage at the starter when cranking. Come back with numbers and I'll give you some more direction.

well, it has been a long time people, but I have the problem fixed. The biggest problem was the old rotten wires that I spoke of before. the rotten wires went to the stator. As far as the fuel problem, I read over 1000 quotes on I BOATS a couple simple things and it worked. First I took all the plugs out and put about a tablespoon for outboard 2cycle oil down the spark plug holes, and cranked the motor over a couple of times and put the spark plugs back in and let it sit over night. Then in the mourning I made sure that the motor was fully tilted back so fuel could go down the carbs. Before i had the motor tilted up so the fuel was pouring out of the carbs. with the plug wires i cranked the motor over for five seconds, then i put the plug wires back on and the motor fired up right away. It smoked for about a half hour, when it was done smoking I replaced the spark plugs. Now The motor stars up right away as long as it is tilted back so fuel can go down the carbs and not out. Without taking the motor apart i ended up replacing everything but the switch board. It cost me about $700 dollars for everything that I replaced like the battery, all new 2gauge battery wires, stator, starter, wirer harness, lowerunit oil,spark plugs and wires. with the motor warmed up I ended up with around 123 for compresion. Thank you everyone for you input.
