You need to supply more info about your unit. Make, Model, year S/N? I am going to help out with your title too. Needs a little info there to attract quality help. Good luck!!

It is am manual fuel pump. Could there be a problem with the sending unit from the tank itself? I bought the boat off somebody and all I was told that he put in a factory ford 351 motor. I bought the boat a few years ago.

The tank line will likely be shaped to fit the inlet of the pump. You could undo the supply line and see which way the end points. Also on many pumps there is an arrow indicating direction of fuel flow.
Lastly, it's OK to put a teaspoon of gas in the carb throat before cranking the motor, once it starts that will cause the pump to run and deliver the fuel.

So...have you tried to swap the lines back and then prime the carb as discussed in #5? Got photos?

I will try #5 in the morning. I will look on the old fuel pump since it is the same one and see if there are any arrows. But It did try and turn over. So I am looking at changing the spark plugs because I really don't know when they were changed last. Still got the same ones on there from when I bought the boat in 2010.

So, did the boat "run" before changing the fuel pump. I mean you had it (and saw it) running shortly before the new pump? Or is this a resurrection of a boat that may have multiple issues that you are not aware of? If you had it running, then one thing at a time. Or else you cant pinpoint what it was that you did that caused your XYZ ISSUE. Or fixed the issue you had.

The lines are on the right way. Primed the carb as it states in #5. But It will run for a few seconds then stop. I have a clear filter on the line that comes from the fuel tank and has barley any gas in it. shouldn't it be full? The guy I boat that i bought it off said it ran like a champ. Unfortunally the boat was bought while I was deployed and my wife was trying to suppise me?

So first off you need to ditch the see through filter. One the can cause vacuum leaks on the suction side, and two they can cause fuel leaks. If it runs for a few seconds, it may be it isnt primed yet, it may be it cant draw fuel because of other issues. Get the carb full of fuel, and a then fire it up. Sounds like its time to test the fuel system.
