Fuel Pump No Start

Boat ran great first two days,flushed Engine out then the next day she would not start,Engine would turn over but no start. Fuel pumps not starting they should run for two seconds,Relay not energising fitted two new relays but the fuel pump relay is still not energising,there is no output from ECU J2-9, Also when I hooked up the Rinda diagnostic tool it does not recognise the ECU,I have checked that the ECU is getting battery voltage also ignition voltage,The ECU has good ground connection. But what I did notice if I turn the ignition key to first position and leave it I can here a crackling noise as if something is shorting out,but can't find anything I have checked all ground wire's on both side of engine all good. Sometimes you can here the pump start then stop then start again,once this happens the engine will start but then stop as the fuel pumps stop. Any help appreciated

Sounds to me there is a brake in connections. Pull the cannon plug apart and check connections

I have checked for continuity from the cannon plug J2-9 to the relay and its ok ??,mine is the EFI on the electrical drawing its shows the ignition coil having some wires going back to the ECU what are these for and what voltage should I have.

Update so far,
Still having intermittent problems with my Engine,went down the caravan this weekend so had time to do some fault finding.
I fitted a new distributor and new coil and the fault is still their.
Sometimes the Engine will start but after five seconds it stops, you can see the injectors stop spraying and the fuel pumps stop, but then the fuel pumps will start up on there own and also you can hear crackling inside the distributer then the pumps start and stop and more crackling, turn key and engine starts and then stops, I have checked every connection possible, carried out all the recommended fault finding steps, but getting really fed up now :(

Could it be the ECU ?????

Well guys I have finally got to my problem and it was the ECU :)
