Fuel pump question 1976 Evinrude 70HP

When I first got this boat the motor had several issues and I am still combating a few of them.
First issue that I noticed was the fuel pump was leaking so I changed it out with all new lines from the tank to the carbs, everything. Looking at a diagram I notice that they have a spring inside of the hose going from the pump to the motor crank case. What is this used for. I think that I might have an idea. Does it work as a stint? I used a regular fuel line that is pretty ridged so if is used for that purpose I may not need one? Plus this is the vacuum line from block to pump?

That's pretty much what I thought but wasn't sure. As rigid of a line that is in there I believe that I should be okay without it.
