Fuel pump whine only after filter change

I changed the fuel filter today on my 8.1 Gi-H. After doing so, the pump now has a lot of whine which it wasn't doing before. I assume the system is self-priming after changing?

I cycled the key many times to see if it was just air. At idle, it's also surging a bit. I switched filters again and that didn't help.

Previously there was a Sierra filter, but I swapped to Volvo #3847644.

Any ideas? I'm hoping the fuel pump isn't about to tank.

Did you fill the new filter with some gas prior to installing ? Sounds like you have air trapped in the pump

Yes, it was filled. Thinking there was possibly a blockage, i swapped another filter in. Same situation.

Is the clamp on the water line tight?
