Fuel sending unit trouble shooting

My fuel gauge reads 'E' when the power is on and I know I have about 1/2 tank of fuel. I touched a volt-meter to the wires at the sending unit to see if I had current and the fuel gauge then read 1/2 tank.

Is there a fault in the system or would the meter cause enough change to the circuit that it would appear the sending unit is 'working' only when touched by the tester?

How can I go about testing this item?

Are you saying if I ground the "wrong" wire using the test instrument, the gauge will read 'full'?
