You may have got the wrong kit. As a fix, you may be able to bend the metal tab on the float to adjust for this. With a shorter needle, the float is likely too high in the bowl and the needle valve never closes. So the result is gas constantly coming out.
I really don't know this type of carburetor but usually the float is set so that it is parallel to the bowl when you hold the carburetor upside down. In this position, the needle valve should be closed. Test it by blowing into where the fuel hose attaches to the carburetor. Should not be able to blow any air in. Test it again by flipping the carb over and blowing again. Should be able to get air in. Possibly someone with knowledge of a 1964 carburetor can correct me.
