Fuel system advice twin 150 hpdi

Just bought a 25 foot boat with twin 2001 yamaha hpdi 150 hp. Both engines have 116 hrs on them and are fairly clean. My issue is the fuel pumps on either engine don't seem to be powering up... Is there something that both engines share as far as a fuse in boat maybe that would cause this?

On the inside of the boat there is a small solenoid inline with the fuel hose on bothe sides with a common wire going somewhere towards the front... I'll attach a pic

I've realized the item in picture is flow sensor for fuel management gauge. So the question is what would cause both fuel pumps to not pump? Low voltage?

Due to such low hours, I would say lack of use has caused the HP pumps to freeze up. They do not share any common systems.
