fuel tank vents

I have a 1993 Tyee. There are 2 vents on the side of the boat. Are both of these venting the tank or is one for letting air in as the fuel level drops? When filling I have had gas only come out of one of them.
Also, last year when I accidently filled the tank to the top, then put the boat in the water I smelled raw gas when under power. I didn't have any leaks so I am assuming it was fuel escaping the vent and somehow the fumes getting into the boat. I went for a short cruise to burn some fuel then all was OK.

Had my floor open last year and if I remember right there is a vent at each end of the tank. Get out the screw gun and have a look.

That's correct these tanks are vented from each end in order for the tank to be properly vented regardless of the pitch of the boat.
