fuel tank well not prime

good morning
I just replace filter and Racor Spin-On Series Replacement Filters And Bowls Spin- now i start pumping the Fuel Primer Bulb and sounds like im pumping air
I put gas in the tank and sat there for over a hour pumping and show no gas going into gas bowl sounds like air
any words on this that could help me

Hold primer bulb in vertical position for best primer bulb check valve operation. If no pumping, maybe time for new primer bulb. Check all other fuel tank, fuel hose fittings for air in-leaks. Good Luck!

I fill my spin-on filters before putting on- saves alot of hand pumping to get them to fill...
