FUEL/WATER FILTER/DO I NEED ONE

I have a 96 Evinrude, 115hp, that has just been completely rebuilt. I think the only fuel filter that I have is an in line filter, that is located just before the fuel pump. I have been reading about the water/fuel separators, for outboards. My question is, do I really need to install one of these filters? If so, should it be installed past the primer bulb? If one of these filters is installed, should the in line filter be removed?

Bassin51, I think the inline filter you have is inside a twist-on cup, and that it sits upright.<br />Is this correct? If so, it should double as a water collector. As the fuel goes thru it, the water settles to the bottom.
