Full throttle in reverse, nothing in forward

When I push my throttle forward, I have to shove it ALL the way down to get any response. When I do it in reverse, seems fine...

What should I be looking for? What kind of adjustment?

I am having problems with the gears right now...there is no reverse...and prop seems to spin in the same direction no matter which way I move the throttle.

it is a 1966 Mercury 650 4cyl

I got the boat and it was doing it.

I also have OTHER issues I am trying to resolve, but don't think they are related
