gas consumption

i have a 1964 mercury, 2 cylinder. i was redoing the hoses and checking the carb, and after starting it with just some gas in the carb "cup" you might call it, my engined burned it up in 3 seconds. when i first go this thing, i idled it in a barel for about 15 minutes total and it burnded nearly a half gallon of gas. is this normal?!?!

Probably is. That year should place it ahead of direct charge or loopers making it a crossflow and they loved gas. But it does seem high, experts on here use the rule of thumb 10% of the hp per hour at WOT; making yours run 3.5 gal per hour. So 15 min at WOT would be around 3/4 gallon so you are close.
