Gas dry use and shifting gears question.

I have a Evinrude 60 hp, around a 1992 model.
Can I use gas dry like they use in cars to make sure there is no moisture in my gas.
I have a permanent gas tank on a pontoon.
It has a separate oil tank system that adds oil to the motor automatically.

Also is it ok to shift the forward and reverse lever in and out of gear while it is running at idle, while in my driveway, and the muffs putting water into the motor.

the best is to use a fuel/water separating filter. seafoam also helps. as far as shifting, at idle only, and allow the prop to stop, in neutral, before going to the other gear. be sure no one is near the motor, even the dog bleeds when the prop hits him.
