if you watch the fuel consumption charts, its actually somewhat faster than that. On the first page I posted one for basically the OP's boat. It is on plane around 20 mph, but the optimum cruise as far as MPG's is concerned is 500 rpm above, at 27 mph.
Seems counter intuitive, but I started trying it last summer with my own boats, and yep, you do burn less fuel if you are going for distance.
in general, it think the most effiecnt speed, is right where you are almost about to stop planing. as soon as you get on palne, back off the throttle, till you start to sink back down, then give it a little more to get back up.
