Gas gauge malfunction

My gas gauge went out last summer and I had it replaced by the dealer. The gauge reads empty when the key is turned off (normal) and full when the key is turned on. The problem is that when the key is on the needle read full even when it is close to running out of fuel. Sometimes when driving the needle will move back and forth between a 1/4 and full but when you slow down the needle goes back to full.
I would have taken it back to the dealer but it was the begining of boating season and I did not want to wait a whole month to get it back.

Can anyone tell me what to do to fix this problem?
