I have a 2002 Cape Craft 22cc its a center console with an 4stroke outboard and a 80 gallon plastic fuel tank. It also has a small walkin cabin for a porta potty and has drain. Whenever I take the boat traveling and even sometimes sitting the small walkin cabin will have to me a strong fuel smell. I can't find any fuel leak at all. The vent hose, fill hose, and sending unit seam to be in great sealed/working condition.

Whats the best way to pressure test the plastic tank to confirm its in solid condition?

Plastic tanks permeate over time. It's the nature of the beast. There's no way around it except replacement

You would want to do a pressure test to see if it were in fact leaking.

I assume that your plastic tank is as old as the boat. The industry was fortunately forced by EPA (yes, they often do good things too) to reduce the amount of vapors going through the plastic in 2010. All you can do is to buy a new tank and make sure that it was manufactured after 2010 (there's a date-code on it). The vapor pass-through gets worse if you fill up with E10 gas as the alcohol penetrates easier.
All that assuming that you don't have a real leak........

UPDATE: Problem solved. Had to replace vent tube. The smell is gone, I even tested is a safe-t-alert gasoline tester and its good to go.
