once the boats starts running the primer ball gets real flat. i thought the vent might be clogged so I opened the gas cap and the ball still deflates any ideas?

The pick up tube has a screen filter on the end in the bottom of the tank- this must be clogged

While it shouldn't get flat it is normal for it to not be rock hard once the engine gets running.

do easy things first, try another complete remote tank, hose and primer bulb, my guess is that it will be Ok so it must be between tank and primer or maybe the primer itself, remove fuel filler cap and try again, then look for kink or blockage in fuel line before primer then replace bulb.

Welcome Mr Willis!
Could be what boatz says, or a bad check valve in the bulb, or a clogged or pinched fuel line, or a faulty antisiphon valve. Is your tank portable or fixed? what motor?
Let us know.
