10 hp Evinrude 1960 model. None of my diagrams show a gasket between the exhaust-housing and the lower-unit, and I found none there when I dissambled them...but there is a gasket shown "for the exhaust housing cover plate screw". Is this thing supposed to be sealed from water or not? Seems inconsistent to have a gasket up higher on the exhaust housing and none down below where it meets up with the lower unit.

You found none there because there isn't supposed to be one there, as verified by the book. They do put one on the access plate because leakage there makes an ugly mess that you can see running down the leg. Leakage at either place is totally harmless.
