Gasoline Bubbling Out Of Carb

Hi all. I have a late 80's early 90's Yamaha Pro 50. I put the motor in the water the other night and the motor ran great wide open, but it sounds a little rough at low speeds and idle. Wants to stall and bog down on the holeshot. I decided to pull the cover on the carbs and have a look. Carbs 1 and 3 look normal but carb 2 is bubbling a lot of gasoline out of the top. There is also a lot of gasoline coming out of the stem in the center of carb two but not on the other two. Gas is leaking from this carb only while the motor is running. The gas is leaking down into the engine compartment. What would be causing this? I have attached a few pics to show.

Needle not seating properly. On some of Yamaha's needles their is an insert that I have seen people leave out(?)

Thanks, I'll check this later today. All 3 of the carbs were rebuilt by a mechanic down the road for my father who i refuse to use any more. I wouldn't put it past him to leave out a part on one of the carbs.
Where's the best place online to buy the needle valve assembly or is this something I can pick up at NAPA?

No unfortunately you will have to go to a Yamaha shop. Yamaha carb kits are one of the most expensive kits around. You may have luck with a Sierra brand, but I refuse to use them because I have had problems with the float bowl gaskets. It is really hard to find a good Marine Mechanic this business is small...
