Possibly. Check the ground connections as they are generally daisy chained from one gauge to the next. If all of them are fluctuating, check the ground connection on the first gauge in the string as that one would feed all the rest. A gauge that is pegged could have a loose terminal that allows the "S" and "G" terminals to touch.
