If it hasn't been run in awhile, I'd pull the plugs and fog the cylinders real good and open the carb butterflies and spray some fogging spray in there. Since the reed valves will block most of it, I would put the plugs back in and spin the engine (no fuel) while fogging with the plug wires disconnected (or no fuel) so that it won't start. Sea Foam aerosol is a good product for that....auto parts stores has it.
If it has been sitting for awhile, a year or so then the water pump impeller replacement is a good idea.
Then look at the lower unit oil and ensure it is full and not milky or chocolate milky colored which indicates water intrusion and requires draining, and refilling with lower unit oil and new gaskets on the fill and drain screws.
A good prime when finished and a good hot battery. Don't run the starter too much. Usually if the case starts to feel noticeably warm it's time to quit and let it cool. Some put a time limit on cranking and resting but I just feel it. If it's going to get damaged from overheating you can feel the heat. Initially you will need to get fuel into the combustion chamber and that will probably take some excessive cranking. The fogging gas will help light off the engine.
