Haven't seen fuel tank vent mentioned yet. Clear and unobstructed? Any backfires can redamage the diaphram.

The vent was open, and if it was plugged wouldn't it show up on the vacuum gauge when I had it hooked up? And I haven't noticed any backfires since fixing the pump.

Pull the carbs. See if the fuel level is adjusted right. My motor had a similar issue, and adjusting the carb gave me back WOT. It's not very hard, after messing with different settings so many times I can take it off, completely disassemble all parts then reassemble the entire thing and get it bolted back onto the motor in under 5 minutes now haha. The first time took me almost 45 minutes since I kept slowing down to recheck the manual and make sure everything was being done right.

Get a carb kit. Watch out if you have the neoprene needle seat in the fuel inlet. If it gets swollen with carb cleaner, it won't let fuel in properly. If you remove it, it will be destroyed. Make sure you have a new one ready before spraying carb cleaner all over the place.

I found it! (I think). Pulled the carbs and the inlet needles were plugged bad. I couldn't even blow through them with the needle out! It's amazing that it ran at all. Now they're nice and clean and there's a filter after the fuel pump, and I just need to set idle and test it out! Then I'm sure it's on to whatever the next issue is :rolleyes:...
