I just have a quick question about adding one more layer of fiber 4 or 8oz mat on top of my existing floor. I have a 1990 Pro-Line Center Console 17' that i know the gel coat is getting weak because its getting caulky. I have popped all the access ports and felt the underlying plywood and it still hard and not that damp. The floor isnt soft but it isnt like walking on a new boat! I really dont want rip up the cap just to take a peak. But i am descent with fiberglass and i want to tackle 1 mat across the whole deck, then regel coat it. Is this possible without taking on the task of total deck tear down and rebuild?

Wait, the underneath has no glass on it? If it does, how did you tell if it was 'not that damp'?

If the bottom side is glassed at all, any dampness will mean your deck is in the process of rotting, if not already rotten. Glass has a funny way of masking the real damage. It will feel solid as a rock, but be much inside. The only way to find out for sure is to drill a test hole and look at the shavings, then fill in the hole with 3m 5200. I'm sure you want to wait and read another opinion hoping there is some other way, but there isn't. We all go through the same process of hopes and realization. If it is wet, it is rotten (or will in a few months). The only exception is if the underside has never been sealed, in which case, air drying it may be okay and stave off rot for a while longer. Sealed wood seals in moisture, any moisure. And moisture, any amount, rots wood.

As to topping off the deck with more glass.. no go. Glass alone will not support the deck if it rotten (technically it will, but only a LARGE amount of it).

Check your wood for rot, then we can work from there.
