Ground wire running to boat?

I am rewiring my 84 Ranger 350v. I noticed there is a random ground wire running to a screw underneath the fueling hole. The other end is tied into a couple of other grounds that run to the battery. What is this and is it important to keep? I thought the negative running from the fuse bus to the battery was enough?

Static ground. Prevents static from building up while pumping gas. Yes, you need it.

Thank you, I understand that that ground from the fuel line is to prevent fuel explosions and just needs to tie into my negative side of my battery. Is this correct?
