Keeps the Mosquitos at bay. Those are the exhaust reliefs, reducing back pressure in the exhaust that allows the engine to expel exhaust when starting and idling. Otherwise the exhaust would have to travel all the way down thru the prop to get out, a lot of water to displace. Water often flows thru these reliefs

Thanks I was thinking the exhuast had a hole inside the leg and I'd have to pull the head to get at exhuast . My motor looks same as picture but black in color

There is nothing sweeter than the smell/aroma of burnt good TCW-* oil. Ahhhh
