Hard shifting

My 1996 Bayliner Ciera 2452 recently began shifting roughly. Seems like it's revving before the gears engage in forward and when it engages it slams into gear. Reverse is fine.
It's got a mercruiser with a 305 CID s/n 0F597195. The drive is an Alpha one S/N 0f692021.

Anyone know if this is indicative of a cable adjustment? If so, can it be done in the water or does it need to be pulled?

Ayuh,.... Welcome Aboard,..... There's 2 shift cables, the forward cable, 'n the lower cable,...

They meet at the shift plate where the switch is,...

Ya gotta isolate Which 1 is not workin' proper, 'n that'll of course determine the course of the repairs,...
