Hard startin evinrude

Hello, Ive got a 1990 70 hp evinrude runs very good if you get it to crank, I do believe the choke is working ok but it takes a good many tries to get it to stay running long enough to get it in gear, can anyone help?

Are you using the warmup throttle?
