hard steering

I took a 1997 excel wellcraft 19dx with a 150 evinrude oceanpro for a test drive today. The steering seemed kinda hard. Is this normal or does it maybe need to be lubed up. He was asking $5800.00 for it. Its in excellent shape and ran really strong. I thought the price is kinda high. Does anyone have any advice? Or does it seem like a decent price. Any thoughts would be a big help. Thanks

Consult nadaguides.com for current prices...... most steering system cables can not be lubed and normally replacement is the only way to go. If it is a single cable system consider using it as a negotiating point..... same as a double cable but at twice the cost.
