Hard steering

I have a 2005 180br 4.3 Mercury/Alpha 1 with 100 hrs on it and the power steering is hard it feels like its a sticky valve somewhere in the p/s system because if i turn it back and fourth fast it loosens up pretty good but as soon as i stop its hard steering again

does anyone have an idea where i should start????

check the fluid? check lines to see if there is a leaking problem?
