hard to cold start 25 hp evenrude

My Son bought a fixer upper boat with a 1991 25hp evenrude tht needed some work since it was setting for a while. We drained the old fuel replaced
the fuel line and removed the carburator and rebuilt it with the proper kit.
It runs fine once it does start the first time during the day. But the cold start takes for ever. I was thinking that maybe it is not getting that shot of
fuel since it does not have a choke but when you turn the key on and push the selonoid sounds as if it is squirting fuel. Any thoughts on how to get motor to cold start easier.

You need to verify it is squirting fuel instead of listening to a sound, look in the carb throat while he pushes the key. This motor also has an idle adjustment screw on the side, was it bottomed out and back out a turn and a 1/2 since the rebuild?

Yes, I had it running on a hose and let it warm up real good and adjusted the idle. I will check and see if if is squrting fuel when operated. if not do you think one of those small hoses are clogged?

adjust the idle out on the lake, if its on the hose the water pressure can increase the rpms, giving you a hard start/low idle out on the water.
