Hard to restart after being ran

I have a 1995 mercury 75 2 stroke and when we get to the lake it fires right up and we can cruise all day up and down the lake. It will also restart right after someone is tuning and we turn motor off for person to get back in but everytime we take it to idle zone and go swimming for an hr or so I always have a problem getting it restarted. To get it restarted I have to take hood off and move the throttle back and forth while someone else is cranking then it will start but is very rough and I have to keep opening the throttle for a min until it will run on its own without me moving the throttle lever and by this time I’m ready to go because I don’t want it to happen again. Can you throw me some ideas on what the problem can be. Someone told me to adjust the carb floats but is there anything else I can do while I’m adjusting the floats 3B4FC74E-66CA-4A25-A18E-8C445838347D.jpeg

Does pressing the choke/enrich switch help to restart?

I usually try everything that I would usually do to start it pump the bulb and press in choke as I’m turning key
