hard to turn left

Have a 94 Force 90 and it is very hard to turn the steering wheel to the left while running. Also, it tends to pull to the right normally. Is this normal?

There is a small fin above the propeller.
The rear edge of it should be moved to the right, to help counteract the pull.

The pull can be caused and exaggerated by the load in the boat, by the mounting height of the motor, and by certain props. Or by a damaged prop.

Probably as Roscoe says but you might unhook the steering at the motor and see if the motor turns by hand.
also try the steering with it unhooked.
